Why Vettel wasn't penalised for Japanese Grand Prix jump start

When Sebastian Vettel appeared to jump the start at the Japanese Grand Prix, it seemed a definite that he would receive a penalty, similarly to Kimi Raikkonen last time out in Russia.
Vettel moved too early but stopped before starting again when the lights went out, leading to him being jumped by eventual race winner Valtteri Bottas.
However, the German was not given a penalty as he moved within the tolerance set by the FIA.
A report from race director Michael Masi stated: "Whilst the video shows some movement that movement was within the acceptable tolerance of the F1 jump start system which formerly defines a jump start per Article 36.13(a) of the FIA Formula One sporting regulations."
