The FIA has approved a series of adjustments to Formula 1's sporting regulations for 2027, including changes to winter testing arrangements as teams prepare for the next phase of the sport's technical evolution.
The decisions were ratified by the FIA's World Motor Sport Council and form part of the governing body's long-term effort to ensure teams have sufficient preparation time ahead of future regulation changes.
Under the revised plans, Formula 1 teams will receive additional opportunities to evaluate their cars before the start of the 2027 campaign. While pre-season testing has become increasingly restricted in recent years due to cost-control measures, the FIA believes the upcoming regulatory adjustments justify a modified approach.
The move comes as Formula 1 continues refining its next-generation technical package. Recent discussions between the FIA, teams and engine manufacturers have already resulted in agreement on further power-unit changes for 2027, including a shift away from the current 50-50 split between combustion and electric power toward a roughly 60-40 balance. The objective is to reduce excessive energy management and encourage more aggressive racing.

Why the FIA is changing winter testing

The governing body's reasoning is relatively straightforward. Formula 1 teams will be dealing with increasingly complex machinery, and additional testing time helps manufacturers identify reliability concerns before the season begins.
Testing also allows teams to gather vital data on aerodynamics, power-unit performance, cooling systems and tyre behaviour. With ongoing changes to engine regulations expected over the coming years, the FIA wants to reduce the risk of teams arriving at the opening race with major unresolved issues.
The decision is particularly important for newer manufacturers entering Formula 1's future engine landscape, as well as existing suppliers adapting to evolving technical requirements.

What it means for Formula 1

For teams, the changes provide more preparation time and potentially fewer reliability surprises when the season starts.
For drivers, additional testing should result in cars that are better understood before the opening Grand Prix, reducing the likelihood of early-season performance swings.
For fans, the announcement is another sign that Formula 1's rulebook remains in a state of evolution. The FIA is not only refining the controversial power-unit regulations introduced for the current generation of cars but is already looking ahead to ensure the 2027 package delivers closer racing and a smoother transition for teams.
