Does this image reveal Verstappen was yellow flagged and should have lifted in Q3?

With the debate currently raging whether Max Verstappen kept flat-out despite being yellow-flagged in the final corner, one image has surfaced from Verstappen's on-board footage that could prove the Dutchman should have lifted.

Verstappen took the second pole position of his career and of the current season with an impressive 1:14.7 in Mexico, although his second and best lap of Q3 came while he drove past the crashed Valtteri Bottas.

The RB15 of Verstappen drove past mere seconds after Bottas' big impact, and it was unclear whether the yellow flag was already out once Verstappen drove past the wreckage.

Take a look on the left hand side of the image below, though. It shows a marshal with a yellow flag as the 22-year-old approaches the final corner. Should he be penalised, and if so, how should he be penalised? Should that lap just be scrapped (his first lap would still be good enough for pole), or should he get a grid penalty?
