Article 40.1 of the 2025 FIA Formula One Sporting Regulations requires all teams to submit their setup sheets before the cars leave the pitlane for qualifying.
“Each Competitor must provide the Technical Delegate with a suspension set-up sheet for both of their cars before each of them leaves the pit lane for the first time during the sprint qualifying session and the qualifying session,” the regulations state.
The governing body needs this information to run all the post-qualifying and pre-race verifications to make sure all cars are adhering to the Parc Fermé regulations in place.

However, Mercedes failed to submit their set-up sheet, which is in direct violation of the aforementioned rule.
"At 20:12 the Mercedes-AMG PETRONAS Formula One Team still had not submitted the set-up sheets for both of their cars. As this is not in compliance with SR Article 40.1 of the 2025 Formula One Sporting Regulations, I am referring this matter to the stewards for their consideration," Technical Delegate Jo Bauer's report read.

What the punishment may be for Mercedes

There are no prescribed penalties for the breach of Article 40.1 of the Sporting Regulations, but the usual punishment for an infraction of this degree usually is a fine, reprimand or a formal warning or note from the Stewards.
Though unlikely, sporting penalties may also be dished out if the case turns out to be one of a more severe nature. In that case a grid penalty or a pit lane start may be apportioned.
