Will the Vietnam Grand Prix go ahead?

It has been announced that for a Grand Prix to go ahead, 16 cars need to start on the grid. This is relevant as both Ferrari and AlphaTauri could be stuck in Italy after there has been a large outbreak of the Coronavirus in the country. Flights have been grounded and both teams might be unable to leave the country.
The Vietnam Grand Prix is a race that could be a problem as Vietnam has stopped flights from Italy entering the country.
Technically if both teams were unable to make the Grand Prix then the race can still go ahead as 16 cars need to start on the grid for it to go ahead. Hopefully the virus will be contained and the full grid can race at every circuit this season.
