During the dying moments of SQ1, Aston Martin F1 team driver Lance Stroll was improving and well on his way to make it to SQ2. Until he encountered Max Verstappen in the middle of the track that is.
Recounting his session on F1TV, the Canadian explained how his final run was hindered to the point it wasn't good enough to make it through to SQ2, despite the fact he had been improving all the way until Sector 3.
“We just had traffic the whole way through the lap," said Stroll. Amongst the aforementioned traffic, there was also the reigning world champion, Stroll remembers.

Stroll hoped Verstappen was investigated by the Stewards

"So, Verstappen just completely in the middle of the track in the last corner, at the brake [zone] on the inside of the track. We lost like three or four tenths just there. Let's see what happens.”

Stroll was knocked out of SQ1 by a little over a tenth. The Aston Martin driver then called on the stewards to investigate the incident with Verstappen. “It just costs you lap time. It's just tenths going out the window," added a less than happy Stroll.
"I hope they [the Stewards] investigate it because if we can just all do that and drive on the line, it's not so fun for the guys on push laps, but we'll see what happens."
The Stewards did not end up investigating the incident. The reason why Verstappen was summoned by the race officials was an entirely different matter. The Dutchman had exceeded the time limit between the two safety car lines.
However this was due to an issue outside of Verstappen's control, which prompted the Stewards to han Red Bull Racing a reprimand to make sure the situation didn't repeat itself in the future.
