Magnussen and Haas possibly penalized for wrongdoing during red flag

Kevin Magnussen must report to the competition management. He allegedly violated a rule related to the red flag caused by Kimi Raikkonen's fire. Depending on the offence, he or the team can sometimes end up with a hefty fine.

Driving too fast or too slow

In the event of a red flag situation, according to Article 31.6 of the sporting regulations, the intention is that drivers immediately go off the gas and immediately go to the pit lane. It could therefore be that Magnussen has driven too fast or has driven a lap too long, although the latter seems very unlikely.
Nowadays, however, there is also the rule that drivers must maintain a minimum speed in a red flag situation, just like behind the safety car. So it could also be that Magnussen drove too slowly.
