Are Hamilton and Mercedes being slowed down? "That's how it feels"

After the Russian Grand Prix, Lewis Hamilton was quite outraged at the double time penalty he received for making test-starts in an undesignated place. The Brit believes the punishment was to severe and feels that the stewards are deliberately doing this.
"What they will do to stop us," said the world champion at the press conference after the race. "This punishment is too heavy, but you can expect it, they are trying to stop me. I just have to make sure that from now on I am completely faultless."

Are Mercedes being targeted?

Hamilton continued to fight, even though immediately after the race he hinted that he felt that the race management was targeting him personally. At the post-race press conference, he clarified his stance.
"I don't think it's aimed at me per se, but more at the team. When a team is at the front of the pack, it is of course subject to a lot of scrutiny. Everything on our car is triple-checked. They change the rules as a way of keeping things exciting, I think. I don't know if that's the case in this case, but it feels like it."
