The rumors about a switch from Vettal to the 'pink Mercedes' are not as strong at the moment as a few weeks ago. Motorsport.com thinks they know what's causing this. Vettel would wait for the final decision of Lewis Hamilton and the protest against Racing Point is still playing.

Although Racing Point has been punished for illegally taking over some parts of Mercedes, the issue still plays out for Vettel. After the team has been punished, Vettel would like to see clear plans about the technical development of the car. What about the plans of the team? That would be a reason why Vettel hasn't definitively chosen the seat at Racing Point yet.
