Verstappen on crash: "I suddenly had 150 bhp more"

Red Bull's Max Verstappen has said that the cause of his crash during qualifying was caused by a sudden boost of power, which caused him to spin and lose control.
Talking to Sky Sports F1, Verstappen said that he wasn't at fault for his spin.
"I looked at the data really quickly before coming here," he said.
"That showed that I suddenly had 150 horsepower extra!.
"This hadn't happened all weekend and shouldn't happen at all."
Asking about his chances of performing well tomorrow, Verstappen admitted that he'll need a bit of luck in order for him to do well.
"I'm hoping that there'll be a safety car - I'll need a stroke of luck to end in a good position."
So, Verstappen thinks he's not at fault for his crash. That's funny, because his team boss, Christian Horner, does think Verstappen was at fault for the crash. Is it Chris's word against Max's word, or is there a clear fault?
