Rich Energy leave us in the dark - New video but still no announcement

The much-discussed energy drink manufacturer Rich Energy has been hinting at a return to Formula 1 for a few weeks now, but as of yet, no real announcement has been made. Just now, a video appeared on their Twitter channel containing what fans expected to be confirmation.
In the video, CEO William Storey explains that Rich Energy is making their return to Formula One. He elaborates on previous years, in which the brand tried several times to get into Formula 1 as a sponsor. Eventually, they teamed up with Haas, but this did not end well, reportedly because the sponsor did not come up with the promised money.

Update

The original video was cut short, so it was still not clear exactly what the announcement entailed. The second part of the video has since appeared online.
In it, Storey explains that a "strategic partner" of Rich Energy will be acquiring a majority stake in a Formula One team, making the brand the team's title sponsor in 2022. Which team is involved, however, remains unclear for the time being.
