FIA has since decided who was at fault and whether a penalty will follow.
FIA decides on Norris and Hulkenberg incident
"No further action will be taken," the FIA reported. According to the stewards, no one was guilty of the incident, and it was just an accident. So there are no consequences for either driver either. Due to the sprint format, this was the only time for testing. After VT1, it is already time for race qualifying.
