Daniil Kvyat to receive grid penalty in France

Toro Rosso driver Daniil Kvyat is set to receive a 10-place grid penalty for the French Grand Prix, as the Russian will have his fourth power unit of the season fitted in his car, overstepping the three-engine limit.
Honda have fitted their new and improved Spec-3 engine in both Red Bull Racing cars as well as Kvyat's, while teammate Alexander Albon will still have to wait on it.
It won't lead to any penalties for either Red Bull driver as this will be the third power unit for both Max Verstappen and Pierre Gasly, but the Russian will be on his fourth. The usual penalty for this is 10 places. His newly fitted turbo won't result in any further penalty, as it's the third one rather than the fourth.
The reason why Albon won't have the new power unit is unclear. A good reason would be that Toro Rosso still want to be in contention for points and don't want both drivers starting from the back, as Albon will receive a penalty as well when he gets a new engine from now on.
