Before the first meter is run after the summer break, Charles Leclerc would already know that a victory at Spa this weekend is going to be a very difficult story. The Monegasque would start from the back of the grid, as his team wants to put a new engine in the back of the car.
Leclerc has already reached the maximum PU's allowed this year, so a new change will immediately result in a grid penalty. Ferrari chooses to do this in Belgium because overtaking is relatively easy at Spa. According to the Italian website formu1a.uno.

Ferrari has not (yet) confirmed the news. The Italians often make such a statement on the Friday, the first day of a race weekend. In any case Carlos Sainz would not get a new PU. His task in Spa would be to steal as many points as possible from Max Verstappen and his Red Bull Racing team.
For Leclerc, finishing behind Verstappen in Spa would mean that his gap the standings would grow even further. Verstappen already has an 80-point lead over the Monegasque in the standings.
