Helmut Marko has definitively left Red Bull Racing. The Austrian has been deregistered as a director of the Austrian team, according to records at the UK’s Companies House. At the same time, Red Bull has appointed a second statutory director alongside Laurent Mekies.
The appointee is Alistair David Rew, who was registered last Friday with the Companies House as a director. Rew is the Chief Financial Officer (CFO) of Red Bull GmbH, the racing team's parent company.

Mekies pulls the strings

Incidentally, it appears that this is primarily decision that only exists on paper, with Laurent Mekies being in charge. However, Red Bull is known for not preferring to have a single authorized director at the top of the company.
That's why, after Christian Horner's resignation, Red Bull appointed Stefan Salzer as director.
He left precisely the week before Marko's departure as statutory director. No one would have been surprised if he had temporarily returned after Marko's departure as well, but Red Bull has opted for the company's CFO.
