NO penalty for Charles Leclerc for unsafe release in Germany!

Ferrari's Charles Leclerc has not been hit with a penalty despite an unsafe release during the German Grand Prix, with the team just getting a fine for the incident.
Leclerc is currently in fourth place after starting in tenth, but a penalty would've dropped him down the order a few places, ending his charge for a podium finish.
Can the Monegasque get a podium here? And should he have gotten a penalty?
