Gene Haas fears huge costs to make 2021 changes

Haas arrived quickly in Formula 1. Almost as soon as they arrived, the American team were climbing the F1 world championship. However, this season hasn't been successful for Guenther Steiner and his team. But looking further ahead at the 2021 regulation overhaul, Haas says the sport must get cheaper or they'll leave.
There's still question marks surrounding the 2021 rule and regulation changes, but a budget cap seems one of the likely outcomes. Chase Carey admitted they'll introduce a test system for next season.
“If it is going to cost us too much, we won't do it. The cars from 2021 are a big question mark when it comes to costs. Each change costs twenty, thirty or forty million, while it is also said that people want to save money. Changes are constantly being made. Recently it was 'come, let's bring back refuelling'," Gene Haas told Autosport.
“Sometimes I realize that we are not really taking part in Formula 1. That we are participating in Formula 1.5. Then you see a race in which the three top teams rush past that you think: 'How is it possible that we are so much slower? What are we doing wrong'?"
That gap should be sorted if the budget cap is successful. But Gene Haas isn't convinced that it'll work.

“Whether that will work? Maybe if the top teams cannot spend so much money on research and development. If we put one specialist on a task, then there are five in a top team. There is something quite wrong with the Formula 1 system if you have such a clear battle in the championship."
