FIA seeks to prevent problem with qualifying lap time rule

The FIA has just sent a message to the teams with information about qualifying. Earlier this season we have seen qualifying sessions where drivers get in each other's way and the FIA hopes to remedy this with a rule on lap times.
The drivers are not allowed to drive too slow during the qualifying session. This is especially about the laps before they start their fast laps and at the end of the qualifying. Drivers must always stay under a time of 1:10.0 to make sure they don't block or get in the way of other drivers. Hopefully, this will result in less chaos and irritation. This time is relevant to the safety car lines.
