FIA 2021 regulation changes delayed until October this year

The FIA has confirmed the regulation changes that will come into play in 2021, have been further delayed until the end of October 2019.
There has been so much anticipation about when the official regulation changes will be revealed, with team bosses disagreeing over certain elements of the proposed changes - in Liberty Media's attempt to try and make F1 a more competitive sport.
A budget-cap has been spoken about heavily; meaning the so-called "bigger teams" cannot spend much more than its competitors. For instance, Mercedes, Ferrari and Red Bull Racing have a much wealthier budget than its rivals.
The FIA's key stakeholders have essentially reached an agreement but have decided to use the additional time in order to perfect every single regulation change the board will be making.
The stakeholders had a meeting on Thursday, and have come to the agreement about the further delay, with several meetings to be held in the coming months about the final plan.
