Rumour: Wolff informs Russell's management about switch to Mercedes for 2022

According to the Italian branch of Sky Sports, and F1 Insider, the decision on who will be Lewis Hamilton's teammate next year has been made. George Russell will reportedly be replacing Valtteri Bottas.
Toto Wolff is said to have already told Russell's management about the decision, according to F1 Insider's site. The information from the site and Sky Italy coincide.

Bottas performs poorly

Russell already filled in for Lewis Hamilton last season, who was ill, but a sloppy pit stop and puncture prevented the youngster from winning. So far, Bottas is not performing like the team expects him to, and the last race in Baku was a big disappointment with Bottas finishing down in 12th. Red Bull Racing are now leading the Constructors' Championship, whilst Bottas himself is sixth in the championship.
When the news of Russell's promotion will be officially announced is still unclear.
