You forget one very important thing. Horner never referred to the ICE, his concern is that the electrical part of the engine would go out of energy in the more power-hungry circuits, especially in the long straights. That's why he and Max said that downshifting at the end of the straight was better, because there is not enough energy to push the car in a high gear. So saying that Horner and RedBull want to manipulate the regulations to suite them, I find no tangible argument. At the moment at least. Maybe is all mind-games.
