There were several factors leading to that loss. First, as already mentioned, they weren't allowed to have full capacity. This resulted in at least a dip of 10M. Secondly there was an onslaught of lawsuits from environmental and local groups that were hellbend on stopping the event. Third there were the initial extra cost of rebuilding the circuit, updating the paddock etc etc. Many of these issues don't play or play a lot less this year.
