The 2021 rule changes have to be agreed and signed by the end of October. Time is running out and it doesn't seem that an agreement is anywhere near being sorted. 

The problem is the technical and financial restrictions the FIA ​​and Liberty Media want to impose in 2021. The three bigger teams are afraid that they will lose their lead and that the plans are too radical. They have come up with a counter-proposal that is slightly less drastic.

"We can leave the technical regulations in the field of the nose, wings and sidepods a little more open, whereby the tunnel and diffuser under the car still reduce the turbulence behind the car," Christian Horner said to Auto Motor und Sport.

The problem is that a number of teams are in favor of the original restrictions. Renault, McLaren and Williams are all want the original plan but Racing Point, Toro Rosso, Haas and Alfa Romeo are more likely to agree to what their engine supplier wants.

Some could claim that the larger teams are delaying in the hope that it will not go ahead at all and that in 2021 people will simply continue with the current regulations.
