Russell and the Mercedes representative must report to the stewards at 19:30 local time. In a short document the stewards state that the possible offence took place at 16:30 local time, therefore, in Q2.
Good news for Verstappen Hamilton?
If Russell gets a grid penalty, that would be good news for Max Verstappen. The championship leader qualified one place behind Russell, so he could possibly get into the top 5, and would start from right behind his teammate, Sergio Perez. The Mexican from Red Bull Racing will start from P5 on the grid. Moreover, Lewis Hamilton would also start ahead of his teammate, and now would be up to the third row.
